In November 2010 Professor John McNeill launched a consultation on draft statutory guidance on police complaints handling: "From sanctions to solutions"
The Commissioner wants to see the Scottish police service become more effective in dealing with complaints and believes that the process set out in the consultation presents an opportunity for this.
The purpose of this statutory guidance is to improve police complaint handling in Scotland by moving from a culture of blame, towards a culture of learning from complaints. One key element, proportionality, will contribute to this and must be considered throughout the complaint handling system.
This ethos will help demonstrate the accountability and integrity of the police complaints system in Scotland and contribute to the effectiveness of the Scottish police service as a whole.
When published, the guidance will apply to police forces and police bodies operating in Scotland.
