The applicant's complaints arise from an allegation of vandalism he reported to the police.
Of the four complaints considered, the Commissioner found that three were not dealt with in a reasonable manner. The fourth complaint, which related to the manner in which the other complaints had been dealt with, was upheld by the Commissioner. The Commissioner made a single recommendation and also identified two learning points.
