The applicant's complaints arose from an investigation carried out by Northern Constabulary into allegations made against him by a former business partner.
Of the 22 complaints considered within this review, the Commissioner found that thirteen were not dealt with in a reasonable manner. The Commissioner made a number of recommendations.
