The complaints dealt with in this report arose from the applicant's detention in police custody on three separate occasions.
Of the three complaints considered, the Commissioner did not consider that any of them were dealt with in a reasonable manner. However, for the reasons given in the report, the Commissioner made no recommendations in this connection.
