The applicant's complaints arose from Fife Constabulary's investigation into alleged offences committed by his son. The Commissioner found that complaints 1, 2 and 4 were not handled in a reasonable manner by Fife Constabulary. In respect of complaint 2, the Commissioner issued a reconsideration direction under section 35(7) of the Police, Public Order and Criminal Justice (Scotland) Act 2006. The Commissioner also made recommendations in respect of complaints 1 and 4.

Complaint 3 consisted of four different elements. The Commissioner considered that element (b) was handled in a reasonable manner but that elements (a), (c) and (d) were not. The Commissioner made a number of further recommendations in this connection.

The Commissioner also raised as a learning point the need for Fife Constabulary to ensure that the information it supplies to the Commissioner's office is reliable and complete. This related to the provision of a copy of the final response letter sent to the applicant's complaints which was in draft form.
