The complainer asked the PCCS to review how Grampian Police handled complaints which she had referred to it in 2002, 2006, 2007 and 2008 respectively. During the course of its investigations, Grampian Police looked at six heads of complaint, none of which were substantiated.

Following the Commissioner’s review it was held that, although Grampian Police had appropriately dealt with the complaints it had recorded, there contained another 11 which had not been properly considered or responded to resulting in the complainer having a reasonable cause for dissatisfaction. The outcome of the reviews were that the Commissioner upheld one complaint and required Grampian Police to record or respond to the other complaints which it had missed or not properly considered.

As a result of these reviews, the Commissioner found that focusing on all areas of dissatisfaction was a learning point for Grampian Police as was the importance of taking a full and detailed statement from a complainer and ensuring that every complaint is considered and addressed in full.
