The complainer asked the PCCS to review the manner in which Strathclyde Police dealt with three complaints raised with the force following the theft of the complainer's vehicle from a lock up garage.

The complainer complained that a scene of crime examination was not immediately conducted by the force. The Commissioner found that although the force identified that a procedural error had occurred, it did not apologise for this error. It was recommended that the force offer the complainer an apology for the failure identified in the course of its enquiry.

The second complaint raised was that door to door enquires were not carried out at the properties surrounding the lockup. Based on the information provided to the PCCS, the Commissioner determined that it was clear that the complainer's version of events was equally as strong as that of the constable complained about and, on the balance of probabilities, this complaint was upheld. It was recommended that the force apologise to the complainer for the lack of detail contained in its response to him.

The final complaint raised was that the complainer's telephone calls were not returned by the force. The review found that the force had addressed this matter in full, identified an area for improvement and apologised. As such, no further action was recommended.
