The complainer requested that the PCCS review eight complaints which he had about Strathclyde Police. These complaints related to an incident in which the complainer was arrested for an assault and a breach of the peace.
The PCCS did not uphold four of the complainer’s complaints as it found that these had been investigated. Another complaint was not upheld in the absence of any evidence to support the complainer’s view.
The three remaining complaints did not form part of the complaint handling review as they were not within the remit of the PCCS: two of the complaints because they had not been referred to the force for review in the first instance and the remaining complaint because it inferred criminality on the part of the force.
