The complainer asked the PCCS to review the manner in which Tayside Police dealt with 9 complaints about an arrest on 7 December 2007.  The complaints centred around the behaviour of the arresting officers and the complainer’s attempts to make a complaint about their actions.

The Commissioner asked Tayside Police to consider and respond to the complainer in respect of three of the complaints raised.  It was also recommended that the force satisfied itself that practices had been improved with regard to one complaint and a further matter which came to the Commissioner’s attention while conducting his review.  Three complaints raised by the complainer were not upheld.  As one of the complaints raised inferred criminal behaviour on the part of Tayside Police it was not considered as part of the Commissioner’s review. 

It was recommended that the complainer should contact the Professional Standards and Conduct Department of Tayside Police if he wished to pursue the remaining complaint that was brought to the PCCS as it did not appear to have been made to the force in the first instance.
