The complainer has requested that the PCCS review the handling of five of his complaints about Tayside Police which originated from the manner in which the force dealt with incidents involving his relative, who had significant physical and learning disabilities, making emergency calls unnecessarily.

The Commissioner's view was that four of these complaints were dealt with appropriately through the force's complaint handling procedures. However, the force could have explained to the complainer how it decided the outcome of his complaints. The PCCS therefore recommended that the force provide a more comprehensive explanation to the complainer. The fifth complaint, that the complainer was unlawfully arrested, did not appear to have been considered by the force at any stage in the complaint handling process, and the PCCS recommended that the force should respond to the complainer in this regard.
