The complainer requested that the PCCS review several complaints he had about Northern Constabulary. Having complained to Northern Constabulary, the complainer was dissatisfied with its investigation and felt it had failed to provide an answer to all his complaints. The PCCS identified four key areas of complaint.

The first complaint related to the failure of particular officers to consider the complainer's views in relation to a particular incident. The PCCS did not uphold this complaint and found that the force had investigated and adequately addressed it.

The second complaint related to Northern Constabulary operating under an external influence. The PCCS found that although HMIC had previously intervened, the force appeared not to have investigated this complaint and it was referred back to the force.
The third complaint related to a failure on the part of Northern Constabulary to gather certain information before an investigation was carried out. The PCCS upheld this complaint and found that the force had failed to record it as a complaint about the police.
The fourth complaint related to an allegation of criminality on the part of the force and as such, did not fall within the remit of the PCCS to consider.
