The complainer asked that the PCCS review a complaint relating to Fife Constabulary's failure to enforce vehicle restrictions in a pedestrianised area. Five main areas of complaint were raised by the complainer.

The PCCS found that Fife Constabulary had investigated this complaint and that the Deputy Divisional Commander had provided a detailed explanation of police resourcing with regard to the matter. As such, the complaint was not upheld. The Commissioner commented on the manner in which Fife Constabulary dealt with the administration of this complaint.
