The complainer requested that the PCCS review five complaints which he had about Grampian Police. These complaints related to an incident where his wife left his family home with his child, and both police officers and employees of the local council were present.
The PCCS noted that Her Majesty's Inspectorate of Constabulary had already reviewed the majority of the complainer's complaints. In the absence of any new, material facts, the complainer's referral to the PCCS did not proceed to a complaint handling review.
The complainer's fifth complaint had not been referred to the force for consideration. As such, the PCCS did not have the remit to consider it at that time. In addition, this complaint inferred criminality on the part of an officer of the force and the complainer was advised that criminal matters continued to be considered by the Crown Office and Procurator Fiscal Service.
