The complainer raised with the PCCS 11 complaints about Grampian Police and a further three matters which were not in the form of complaints about the police. These complaints related to the complainer's belief that her dependent, X, had been sexually abused; a complaint to the force that she had suffered domestic violence and allegations of fraud. X is a vulnerable person with significant learning difficulties.

The concerns raised by the complainer originated from contact she had with the force following investigations conducted into a series of incidents from 1997 concerning X.

These complaints were not upheld. However, with reference to complaint 9, that a member of Grampian Police support staff (Mr G) made offensive comments at a Criminal Injuries Compensation Authority hearing, the PCCS noted that the statement given by Mr G at the hearing was contrary to the written account provided in advance of the hearing by another officer. It was also noted that Mr G was a last minute stand in for another officer and may not have had the appropriate knowledge to give evidence on the case. The PCCS asked the force to satisfy itself that it has appropriate procedures in place to prevent such a situation from arising again.
